Commissioning Project Engineer

Job Purpose Commissioning project Engineer on construction projects for semiconductor fabrication facilitiesincluding support buildings and systems. Individual will interface and coordinate with contractdesign, construction, and estimating resources, to enable facility development efforts for Information Technology systems. Efforts will include definition of designcriteria, development of design concepts, completion of detailed design, development of projectbudgets, schedules, and safety requirements, and facilitating project commissioning activities. Rolewill also include closure of project and related documentation to transitioning successfully tooperational support.Duties, Authorities and Responsibilities Accountable for the delivery of facilities infrastructure & System Integration. Responsibilities will include but not be limited to:· Working includes taking various levels of responsibility for, and participation in the development of, project scope, budget, and schedule· Day to day direction to General Contractor (GC) company – in line with Contract requirements.· General Contractor management, Stakeholder management, Vendor management, working close with SPOC, PE, Work Group & Commissioning manager· Lead the work group during construction phase, directing PE, SPOC, GC & A&E to fulfil the deliverables of the project· Management of Vendor to install & commission relevant CS infrastructure end to end· Technically competent on CS infrastructure, systems and protocols· Input to CPA development if required· Participating in Design reviews· Monitoring & Tracking the General Contractor to ensure the GC delivers the Scope Schedule & Budget· Technical & constructability input to Design Reviews· Technical & constructability input to Schedule development· Technical & constructability input to Cost challenges· Understanding & implementing the terms of the contract with the GC· Strong Quality of installation· Strong Field presence· Strong advocate for Safety performance in field (Mandatory Safety Culture Compliance)· Full compliance to client's SOP’s & policies· Working with support groups & other work groups· Monitor track, influence & manage from design process, through construction, through OAT’s / FAT’s, matching to white paper complete & approved· Development of procedures & policies to ensure an effective & efficient delivery of the project.· Ensuring that the work is being performed to Intel policies and expectations. (IMDS/IMCS)· Responsible for the development of effective process design deliverables to support all aspects of construction· Effective with reading and interpreting construction contract documents.· Effective with Low Voltage Communications, and specialty codes.· Experienced with construction management.· 7 or more years’ related experience required, RCDD Required.· Able to manage multiple projects effectively and direct the activities of others.· Capable of developing telecommunications design concept for information technology systems, and detailed scope documents to support estimators needs.· Ensure that Network team has included all LAN design disciplines in their scope.· Engagement with PCG to define budget, obtain funding release, track budget spends and commits, payment of contractors/vendors, project/depreciation settlement· Ensure open communication channels to Corporate Services including communication on policies, specs and standards· Conduct meetings with CM, A&E, sub-contractors, discipline specialists and CS Ops personnel as appropriate to ensure progress is on schedule· Actively Support the Commissioning Activities with the IT-owned Rooms, including Construction· Complete, OAT & FAT. In addition, ensure that the CS scope supporting other Disciplines OAT activities aligns with their need datesMinimum Requirements & Expectations · He/she should be qualified as a Bachelor of Engineering, or equivalent. Experience in Facilities infrastructure end to end & System Integration & Construction Management.· He/she should have an Industry standard recognised Project Management certification (Prince /PM) with proven work experience.· Good written and verbal communication skills, good interpersonal skills, and have a working knowledge of office personal computer applications· Ability to develop and implement innovative engineering and design methodologies to support very aggressive program and construction schedules· Proficiency with reading and interpreting standard construction documents, schedules, contracts and proposals· Familiarity with design, sizing and modelling methods for CS infrastructure and standards end to end· Understands commissioning, OAT’s & FAT’s· Ability to interface with a multi-user customer base.· Ability to manage workload of multiple projects of varying complexity· Experience with construction, start-up, and turnover of systems to operational sustaining support would be an added advantage· Able to work effectively within a variety of management levels, between the customer and the contractors, as well as outside clients and vendors.· Effective at problem-solving, including methodologies, research strategies, logical reasoning,critical analysis of information and cooperative learning.· Ability to resolve conflict and keep everything on track· Ability to work on own initiative· Works with a sense of urgency· Regularly updates on progress / help needed· Energetic / motivated and eager for the job role· Construction safe pass
