Job Description & Person Specification Change Manager Role Purpose / Summary: HEAnet is Ireland’s National Education & Research Network, providing cutting edge Internet and e-Infrastructure services to Educational and Research organisations throughout Ireland.HEAnet’s e-Infrastructure services underpin academic research and education activity in Ireland with approximately 210,000 students & staff (third level) and approximately 800,000 students & staff (first and second-level) relying on the HEAnet network each day for their learning and research needs. It is HEAnet that connects these Irish learners and researchers to the Internet, on-line educational resources, and to fellow national education and research networks in Europe, the USA and the rest of the world.We are seeking a Change Manager for a six-month assignment, to evaluate change management practices and polies, monitor change management in the company and advise and direct improvement in how we direct changes. The focus of the role will be on helping the technical services management team to integrate sound change management principals within a technical environment where frequent changes are required, while keeping the impact to live services for clients as small as possible. The position will report to the Technical Services Director.Key Responsibility Areas: The successful candidate will undertake the following:Assist with developing the organisation’s change control competency.Evaluate existing change management practices and policies, and work with technical and client services teams to update, standardize and improve service change methodology.Develop change strategy and build competence within the technical services teams on how to control change in a rapidly developing technical environment.Work with the People Operations team to develop training to support sustainable delivery of change management practicesHighlight risks and issues and propose mitigating actions.Ensure the schedule of continuous improvements of services provided to clients is implemented.Facilitate effective service change communication.Provide expertise to direct change and constructive advice for change reviews.Track the costs associated with Change initiatives.Any other duties within the general requirement of the role which may be required from time to time. Required Experience, Skills & Aptitudes: Essential A minimum of 5 years’ experience in change management in an ICT environmentKnowledge and experience of project management approaches (such as PMP or Prince2), tools and phases of the project lifecycle.Demonstrated knowledge of commonly used concepts, practices, and procedures within the field of Change Management (e.g. the ITIL Service Transition approach to change management)Track record of working with engineers to manage change deployment.ITIL practitioner or higher certification.Good organisation and conflict resolution skills.Willing and able to challenge internal and external obstacles.Expert working knowledge of Change management.Strong problem-solving capabilities.Excellent Change management and communications skills.Structuring, writing and delivery of presentations to relevant audiences.Qualifications: Essential: ITIL Practitioner or equivalent service management certification.Other Relevant Information: Experience in a project management role with proven experience in managing the implementation of complex information systems projects.Strong analytical, planning, organizational, and time management skills.Familiarity with document, content, or version management systems.Experience of delivery in a continuous improvement cycle.A BSc in a technical, scientific or related discipline.Location: The successful candidate will be based at HEAnet's office, 5 George's Dock, IFSC, Dublin 1.Salary: Dependent on experience and qualifications.This is a six-month fixed-term contract.Closing Date: We aim to fill this vacancy as quickly as possible and will close adverts as soon as we have found the right candidate.
